Grants for the 25th World Scout Jamboree.

For the first time in our history, Hampshire Scouts have delivered a comprehensive grants programme to support adults and young people attending the 25th World Scout Jamboree in Korea. This page details the concept, processes and artefacts that were developed to support the programme; please feel free to use these within your own District, County, Area or Region.

The Headlines.

£43,200 to make a difference.

The Hampshire Jamboree Grant fund was funded by adding £150 to the County training fee paid by participants. It was the view of both the Jamboree management team and the Grants Sub-Committee that however the grants were funded, it had to be sustainable for future Jamborees. This contribution put £21,600 into the grant fund.

The Hampshire Scouts Board of Trustees agreed to match the amount raised through the training fee, bringing the total amount available to £43,200.

160 life changing adventures.

Hampshire Scouts was invited to send 144 young people and 16 adults to the 25th World Scout Jamboree.

The Grants Sub-Committee set out with a vision to provide support in the way which had the biggest impact, in the hope that our units would truly represent the diversity of our County.

94 applications.

384 young people applied to go to the 25th World Scout Jamboree with Hampshire. Of these, 89 (22.88%) applied for a grant.

32 adults applied to go to Korea, of which 5 (15.63%) applied for a grant.

Across both young people and adults, 22.33% of those who applied to go to the Jamboree also applied for a grant.

The Process.

Application
Applications were made using a Typeform or the paper form returned by email to the Jamboree Grants mailbox or by post to County Office. Applications were then logged securely on a central database, with access restricted to the nominated member of the Grants Sub-Committee.

The nominated member of the Grants Sub-Committee was responsible for collating applications and conducting interviews, as well as anonymising applications before the Decision Making stage.

Interviews
All applicants (or the parents/guardians of young people) were then invited to a Zoom call to give more information about any circumstances surrounding their application, and were given the opportunity to add relevant detail to be passed onto the Grants Sub-Committee. Interviews were not compulsory, but the Grants Sub-Committee were informed of anyone who chose not to have an interview. Interviews were totally confidential, and really helped us to understand the challenges young people and adults were facing - enabling us to support each applicant in the best way possible.

Decision Making
An anonymised list of applications were then presented to the Grants Sub-Committee, along with the notes surrounding the applications, which were then assessed following the process defined by the chair of the committee and in line with the sub-committee’s ‘Policy, Procedure and Programmes’ document.

This process involved deciding whether to Award, Reject or Defer applications (with no amount involved). Deferred applications were returned to at the end of this stage, where final decisions on Awarding or Rejecting were made, once the sub-committee had reviewed all other applications (and therefore were able to have a wider perspective).

Applications were then ranked based upon financial and fundraising abilities, followed by an exercise to band them into 7 categories: 10%, 15%, 20%, 25%, 30%, 45% and 50% of the final fee for that individual (participant fee is different to the volunteer fee in Hampshire, as the training fee is fully subsidised for volunteers).
